How Does Surveillance Work?

The most important stage of the surveillance investigation is getting to know the “subject” or as it is in many instances the suspected cheater. Information that would be necessary such as knowing what the cheating husband, cheating boyfriend, cheating wife, cheating girlfriend likes, dislikes, habits, type of food preferred, favorite restaurants frequented, employment information, hobbies, vehicles driven, possible person he/she might be cheating with, and a description of all parties. Provide information on everything if you suspect your spouse/partner of cheating as, the more you provide upfront, the better the chance for success. Leaving out a detail or two can have a dramatic effect on outcome of the surveillance.

Costa Rica Real Estate is showing signs of recovery

Although sluggish like the American Real Estate industry the Costa Rica real Estate market continues to see property sell and new buildings being built. There are certainly no shortage of commercial construction sites to be seen throughout the San Jose area. However, the residential market seems to be stalled as far as new home construction remains somewhat dormant.

Beach scene 3San Jose has seen a number of high rise apartment complexes spring up. Some are condominiums others are just for pure rental. Affordable housing for the Costa Rica population continues to be a challenge. As far as single family homes only the more exclusive areas have seen any kind of activity.

The coast presents a different set of circumstances. Most that come here are lured to the beaches and surrounding areas. Presently there is no shortage of homes and property for sale all along the coast. Bargain hunters are dismayed at the fact that despite the poor economic environment has done little to change the selling price of such property.

It’s not clear whether it is the actual property value that is causing the prices to remain high or if it’s the culture that seems not willing to sell any thing less than what was paid for. Rarely is there a “short sale” here. Recently, there have been public notices about buying foreclosed property. Construction Approval ProcessAccording to a news source, starting March 18, 2013, officials involved in the construction approval process will only accept plans over the Internet. The Ministerio  de Economía, Industria y Comercio emphasized this in a statement Friday, March 15, 2013. This should greatly improve the the efficiency of such approvals. 

The are a number of agencies involved in the approval process including the Ministerio de Salud, the Cuerpo de Bomberos, the  Instituto Nacional de Acueductos y Alcantarillados, the Colegio Federado de Ingenieros y de Arquitectos and the Instituto Nacional de Vivienda y Urbanismo. 

The electronic process of construction plans is a basic tool to improve the competitiveness in the construction sector," said José Guillermo Marín, president of the Colegio Federado de Ingenieros y de Arquitectos. He went on to say that, "Many investors prefer to build in other countries because their processes are more efficient, but now Costa Rica has a modern system that allows us to compete is this field."
Construction 3Costa Rica officials forecast that with residential construction plans there could be a decision in as little as seven days. Commercial projects might take as long as 15 days, they said.
In the past, plans on paper had to be brought to each office and the bearer had to stand in line. Now the submission Web site is active 24 hours a day, said the ministry of economy. It iswww.tramitesconstruccion.go.cr.

Real Estate FraudReal Estate fraud continues to plague Costa Rica with the announcement that police arrested four persons in connection with a $50 million dollar Real Estate fraud. According to numerous news sources the four arrested are lawyers and notaries.In Costa Rica all notaries have to be licensed attorneys. The paperwork that routinely passes through National Registry must be notarized. Since most land purchases are purchased in a Costa Rica Corporation. Generally, attorneys are given power of attorneys over the transactions. In contrast to the United States, a notary cannot notarize a negotiable instrument or conveyance to which he is a party. Here that is not the case. With that kind of power, it is easy and tempting to do something less than honest or correct. In this particular case according to the news source, the victim is an elderly German woman who appears to have lost ownership of her properties in southern Costa Rica due to inappropriate paperwork.Although the accused have yet to be identified the police are saying that have arrested a 61-year-old woman and a 65-year-old man in Alajuelita.

 

Real Estate Fraud 2Also arrested were a 37-year-old woman in Cartago and a 60-year-old man in Coronado. According to police documents the crimes allegedly happened between 2010 and 2012.

The two persons arrested in Alajuelita are also notaries but are not active now. The pair is charged with improperly administering the woman's property in Punta Uva and Bahía Ballena, which is located in the southwestern area of the counry. According to police documents, both had access to $5 million in cash.
The auapects that were arrested lived in Cartago and Coronado and are active notaries. Police said that they assisted in the creation of 19 corporations that play a role in the fraud. Police alleged that the suspects tricked the elderly woman into signing papers so that she lost the properties.
Agents also reported that when they searched the offices of the suspects they found two unregistered pistols.
