Since Costa Rica’s system of laws is Napoleonic-based, all surveillance must be done to ensure admissibility in court if necessary.

They simply take your information and money and never allow you to speak with the investigator. The reason, they farm it out to third parties some of whom do not speak English. As your Costa Rica Private Eye, we have developed an affiliation with Roberto Romero Mora, a licensed Costa Rica Attorney and Notary. You should know that not all Costa Rica Attorneys are equal. Here there is no Bar Association and so that means that lawyers for the most part are not overseen by a governing body. However, Notaries do have a Board of oversight and can hold Notaries accountable for their actions. All Costa Rica Notaries must be licensed Costa Rica Attorneys, but not all licensed Costa Rica attorneys are Notaries. To have the Notary designation the licensed Costa Rica attorney must have an additional year of law school. All transactions done by a Notary have to be memorialized in a Notary Book and available to all for examination.
Since the majority of our clients are American, they are accustomed to the Common Law application to legal proceedings. Since Costa Rica is a Democracy, may assume the legal basis is the same here. It is not. The most significant turning point in the development of Costa Rica’s legal system was the adoption of the Napoleonic Code. The Napoleonic Code is a legal framework that was introduced during the early 19th century. The Napoleonic Code has had an overwhelming influence on the legal systems of many Latin American countries that were once Spanish colonies. Since its adaptation, it has led to the embodiment of a codified legal system in Costa Rica.
